Ministry of Civil Service

The Ministry of Civil Service (MCS) was a governmental body in Saudi Arabia that managed public sector employees. Established under the Civil Service Board, it oversaw recruitment, classification, pay, evaluation, and disciplinary matters for employees across all ministries and government organizations. By the early 1990s, the civil service had expanded significantly, employing around 400,000 individuals, including foreign nationals. MCS provided various services, including recruitment and employment oversight, management of pay rates and classifications, and training and development through the Institute of Public Administration.
